President Robert Mugabe and Zanu PF Minister on Tuesday thwarted proposals by Deputy Prime Minister Thokozani Khuphe for the late warriors and Highlanders striker to be declared a national hero.
Ndlovu died on Sunday in an accident that also claimed the life of a 24 year old passenger identified as Nomqhele Tshili.
Ndlovu's death united the tribally divided Zimbabwe with many calling for Ndlovu to be declared a national hero for his football exploits.
According to Ministers who attended Tuesday's cabinet meeting, Mugabe flatly refused to give one of the illustrious sports persons a hero status.
"Khuphe raised the issue during cabinet and Mugabe immediately refused. He was backed by Zanu PF ministers who argued that the party had never accorded hero status to sports personalities," said a Minister who spoke on condition of anonymity.
