A legal expert, Mr Jonathan Samkange says it is critical for COPAC to distribute the draft to all Zimbabweans in the shortest possible time to ensure the electorate knows what it will be voting for or against in the referendum.
'It is critical to make the people understand the document’s contents for an informed vote to be obtained,' said Mr Samkange.
For political analyst, Mr Alexander Rusero, the issue of constitutionalism of the draft should be scrutinised as it is what will govern the nation hence the need to enlighten the populace.
'This is a document for the people and given the time it took them to reach a consensus, it should be given to the people for scrutiny before end of next month. Political parties can not be separated but it is not their dispensation as it is for the people,' he said.
In a telephone interview with ZBC News, COPAC co-Chairperson, Cde Munyaradzi Paul Mangwana acknowledged the need for availing the document to the people but said the select committee has no resources to quickly do so.
'We hope government and the donor community will chip in to ensure we give the people their document in time' Cde Mangwana said.
Unlike the 2000 draft which was distributed to all corners of the country by the National Constitutional Commission (NCC), the majority of Zimbabweans have no knowledge of what is contained in the proposed new constitution.
Zimbabweans are expected to vote, yes or no, in a referendum to be proclaimed after all procedures in the making of the constitution are finalised.
