A woman who saw a 16-month-old boy walking alone on the busy Dewetsdorp Road in South Africa took him to phase 6 in Mangaung to find his mother.
Residents showed the woman where the boy lived - and when she went into the four-roomed RDP she saw the boy's mother sleeping.
Under her body was a four-month-old girl with blood dripping from her nose.
The woman called the neighbours and the baby girl was declared dead.
It is possible the baby died of suffocation.
The drunken mum of eight children was arrested for the death of her last-born baby on Saturday afternoon.
Neighbours told Daily Sun: "Both parents went on drinking sprees every weekend. The woman often carried her small daughter to the shebeen where she was going to drink."
"I feel sad that we did not alert the police earlier.
"Now it's too late and the little angel is dead," sobbed one woman.
The mother was with two of her children and her husband. The other six children are living with relatives.
Lieutenant-Colonel Annelie Wrensch said the 45-year-old woman will appear in the Bloemfontein Magistrates Court today on charges of child neglect and murder.
Free State social development spokeswoman Galaletsang Moncho said: "The boy was taken by social workers to a place of safety."
